We work closely together with over 100 local partner organisations across 20 countries to end violence against women, reach lasting peace and close the gender gap once and for all. We currently support 50+ women’s rights organisations in the MENA region through country offices in Tunisia, Palestine, Lebanon and Iraq and a regional office in Amman. Kvinna till Kvinna’s Tunis office was established in 2018 and handles support to Tunisia and Egypt.

About the job

Kvinna till Kvinna Tunis is looking to recruit a Programme Officer to lead our developing efforts on advocacy and capacity building to women’s rights organisations focusing on feminist economics and gender equality in macro-economic policy. Feminist economics is a wide field with various branches of research, analysis and policy advice that often overlap with social justice theory and economics for environmental sustainability. In the MENA region, there are a number of organisations working on social justice advocacy but relatively few organisations and practitioners who focus on gendered analysis of economics. With this programme, Kvinna till Kvinna is aiming to develop more capacity on gender equality impact of macro-economics and to link advocacy efforts by women’s rights organisations in this field with existing efforts by organisations focusing on social and climate justice.

The programme officer for advocacy support is expected to have some knowledge of non-mainstream will be mainly responsible for the following main tasks, level of independence depending on seniority:

  • Supporting development and implementation of Kvinna till Kvinna programming on advocacy on feminist economics and women’s economic empowerment focusing on Egypt and Tunisia and in coordination with the MENA region;
  • Coordinate design of advocacy messages and campaigns on women’s economic empowerment and gender responsive budgeting in cooperation with partner organisations and stakeholders;
  • Contribute to implementation of advocacy campaigns towards national, regional and international decision makers on financial policy;
  • Facilitate networking and knowledge exchange events for partner organisations on financial policy issues and advocacy processes,
  • Facilitate capacity building for partner organisations within the field of women’s economic empowerment and gender equality in macro-economy;
  • Building networks and coalitions with relevant stakeholders in civil society, government offices, academia, international financial institutions and donors;
  • Maintaining a contextual understanding of trends and key developments in financial policy making in the focus countries;
  • Maintaining a contextual understanding of key organisations in the focus countries and regionally/globally working on gender responsive budgeting and advocacy on financial policy;
  • Making appropriate recommendations on the programme’s progress and further development as requested;
  • Participating in relevant coordination meetings;
  • Support other programme work including providing support to partner organisations through their project cycle;
  • Supporting any other programme activities within the country office;
  • Contribute to monitoring and evaluation of programmatic and advocacy work by Kvinna till Kvinna and partner organisations.
  • Carrying out interpretation/translation work when needed (minor);
  • Performing all other tasks in relation to the operations as delegated by the Head of Office.

Specific division of tasks within the country team may depend on the qualifications of the selected candidate.

The Programme Officer for advocacy support reports to the Head of Office and will be part of a small country team consisting of two other programme officers (for sub-granting) and a finance officer, within a wider regional team of 30+ colleagues in HQ, regional office and MENA country offices. The assignment will require travel to Egypt as well as regional and international travel.

About you

 Professional qualifications

  • Masters degree or equivalent in Economics, Finance, Political Science, Gender Studies, Human Rights or other related field; (Bachelor degree can be considered with additional work experience)
  • Minimum four years of relevant work experience with one or more of the following issues: economic public policy analysis, policy impact analysis, women’s rights, gender equality issues, women’s economic empowerment, political activism and advocacy, preferably obtained from working within civil society and/or public sector planning.
  • Prior working experience in or interest in studying feminist, non-mainstream and pluralist economic theory;
  • Proven work experience within economic analysis and/or advocacy preferred.

Merits

  • Experience providing capacity support and coalition building for civil society organisations;
  • Experience in project cycle management and in planning, monitoring and evaluation, MEL and proven experience of identifying and providing capacity building to local NGOs;
  • Good understanding of human rights and the application of a rights-based approach in programming;
  • Strong analytical skills and excellent written and oral communication skills in both English, French and Arabic, as well as good grasp of excel and office package;
  • Experience from working in/with Egypt or the MENA regionl is an advantage;
  • Knowledge of donor landscape and experience with fund raising is an advantage;

Terms & conditions and what we offer

Staff position for two years, full-time with possibility for extension. Start of employment March 1st 2021, or soonest thereafter.

  • Location: Lac I, Tunis
  • Please also note that due to the nature of the work only women (legal and/or self-identified) applicants will be considered.
  • The salary scale for this position will be TND 4000 – 4800 (brutto, i.e. before tax) depending on experience and seniority
