INFORMATION ON THE CONTEXT OF THE MISSION
Since 2014, HI’s Libya mission was managed remotely from neighboring Tunisia, based in the same office as HI Tunisia. In mid-2018 however HI began a phased redeployment of international staff, with 4 out of 8 expatriates now formally based in Misrata. Regular and programmed visits are required by all other international staff to Libya to support programme activities and ensure a close follow up and training of national staff. Ultimately, all international staff should be relocated to Libya during the course of 2019.
At an organizational level, HI is currently implementing a phased reorganization at field level globally with the establishment of regional programmes where practicable. For Libya, the coming months will see an assessment into the relevance and feasibility of developing a North Africa regional programme comprising HI’s current programmes in Tunisia, Libya and Morocco. The Head of Mission will therefore be a key player during this assessment phase and depending on the outcome, supporting the implementation of the regionalization of the mission in close coordination with the Programme Director for Tunisia and Morocco.
DESCRIPTION OF THE MISSION/PROJECT
From operational bases in Tripoli and Misrata, and Benghazi from the last quarter of 2018, HI is currently implementing a humanitarian programme with the following activities:
In this framework, under the direct responsibility and support of the Geographic Director at HQ, the Head of Mission is responsible to ensure overall sound programme management and development and guaranteeing internal coordination between programme departments.

SPECIFICITIES
The position is beased in Tunis/Tunisia, with frequent movements to Libya (50% of time). Ultimately, permanently based in Libya, subject on security situation.
Tunisia:
Tunisia is a relatively safe country. International staff in Tunis can expect a good standard of living with access to most amenities, no movement restrictions and a small expatriate social scene.
Libya:
Libya’s security is fluctuating and prone to violent conflict erupting at any moment.
International staff are accommodated in a compound composing a shared guest house/office with other expatriates and should expect isolated living conditions with movement restrictions and a curfew in place for each base.
