Job Description

The IRC is expanding its programmes focused on addressing humanitarian needs relating to mixed migration in West and North Africa. The IRC Migration Programme Lead will oversee all of IRC’s regional projects within this remit, with a dual reporting line into the Deputy Regional Directors for Europe & North Africa, and for West Africa. The position is also part of a Tunis-based Regional Consortium Coordination Unit (CCU), led by the Danish Refugee Council (DRC) and as such as an additional reporting line to the Chief of Party of this Consortium.

DRC, IRC And START Have Recently Established a Consortium To Respond To DfID’s Safety Support And Solutions Phase II (SSSPII) Programme, With The Aim For Migration To Be Safer And More Orderly, Resulting In Fewer Deaths And Less Suffering Along Migration Routes And Focuses On Three Key Outcomes
Migrants and refugees in transit, particularly the most vulnerable, are protected from harm, are able to meet their basic needs and are informed about the risks of irregular migration.
Governments, humanitarian agencies and national organisations have improved understanding of migration trends and improve their response.
Migrants have access to and opt for alternatives to irregular migration.
The CCU will oversee the DFID-funded grant as well as other migration-focused grants to be implemented in Libya, Niger, Mali as well as other transit and source countries associated with the Central Mediterranean Route. The CCU is in charge of planning programme activities with partners and ensuring correct alignment of all components with the overall strategic directions endorsed by the steering committee. It acts as a link between the implementation and management levels of the consortium and prepares programme and strategic recommendations for the steering committee. The CCU will undertake the grants management with reporting and finance control authority supporting and informing direct counterparts in all consortium partners. The CCU also acts as the donor liaison focal point.

The consortium coordination unit will be based in Tunis but will cover activities throughout West and North Africa implemented by consortia member agencies and national implementing partners.

Scope of work

The IRC Migration Programme Lead will oversee all of IRC’s migration programmes channelled through the CCU (currently and in future), working in close collaboration with IRC regional and country offices. The IRC Migration Programme Lead will work closely with the CCU Chief of Party and Head of Programme – Consortium Coordination Unit to establish strong coordination, quality implementation and strategic vision for the CCU portfolio.

The IRC Migration Programme Lead will be directly responsible for all migration route project(s), implemented in some cases by IRC country teams and in some cases managed directly by regional staff who will be supervised by the IRC Migration Programme Lead. S/he will lead on planning, monitoring and evaluating project activities to ensure impactful and efficient programme. The role will also involve high-level representation with key policy making stakeholders and donors.

Responsibilities

  •  Lead the IRC’s overall project implementation by establishing streamlined governance and coordination, a clear vision and then supporting planning, monitoring and evaluating project activities that are to be delegated for implementation by IRC country offices and regional technical team(s)
  •  Ensure the design, implementation, monitoring, and evaluation of all activities are in accordance with IRC, CCU and DFID standards and meet the goals and objectives of the target communities, in collaboration with the technical advisors and M&E units;
  •  Oversee the roll out of the Signpost project along the central Mediterranean route, working closely with the global Signpost team, protection/rule of law technical advisors and country programmes.
  •  Oversee regional advocacy engagement on migration issues in the central Mediterranean route.
  •  Prepare, in coordination with key programme staff, strategic work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation; high quality donor reports
  •  Manage relations with consortium partners, and oversee relations with all other project partners, including government ministries, non-governmental organisations and community-based organisations;
  •  Ensure strong collaborative partner relationships – based on principles of mutual trust and respect, mutual accountability, reciprocity, inclusion and transparency – with all project partners throughout the life of the project;

  •  Ensure coordinated inputs and technical/managerial quality from all partners and collaborators, including IRC country teams;
  •  Provide financial and technical management in coordination with IRC country teams to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and ensuring timely submission of financial reports to DRC as lead of CCU;
  •  Overall responsibility for ensuring that technical assistance needs are identified and addressed;
  •  Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility;
  •  In coordination with CCU senior staff, engage with DFID Migration team to provide project updates, discuss strategies, obstacles, performance plans, and indicator success; liaise with DFID contracting officers, technical support staff and outside contractors as required;
  •  Manage external relations by representing the project and the organisation in the public and ensuring the distribution of information about project achievements and lesson learned;
  •  Supervise Advocacy Coordinator and Signpost Coordinator; other positions as required.

Requirements

Qualifications

  •  Graduate or post-graduate degree in humanitarian assistance, civil society development, community development, or other related field;
  •  Minimum of eight years’ experience in leading humanitarian and/or development assistance programs;
  •  Demonstrated expertise in managing a complex programme portfolio spanning humanitarian and development assistance across multiple sectors in a variety of operating contexts (conflict, post-conflict and asylum) and beneficiary populations (IDP, refugee, migrant), and in partnership with a diverse array of project partners (government, non-government and community-based partner organisations);
  •  Technical expertise in migration issues and one or more sectors relevant to the project, including: health, rights protection (legal assistance, GBV, protection mainstreaming), institutional capacity building, advocacy, with a demonstrated ability to foster the close integration of multiple project sectors;
  •  Demonstrated ability to foster strong collaborative partner relationships – based on principles of mutual trust and respect, mutual accountability, reciprocity, inclusion and transparency – with all project partners throughout the life of the project, with an ability to foster a common project vision among a wide array of diverse partner organisations;

  •  Demonstrated ability to ensure appropriate monitoring and evaluation of a complex programme portfolio, encompassing the provision of assistance through host government ministries, non-governmental and community-based partner organisations, including in areas with limitations on access for project staff;
  •  In-depth experience and knowledge of the migratory context in West and North Africa an asset;
  •  Ability to lead large multi-cultural teams delivering complex humanitarian and developmental assistance involving a wide array of project partners and varying implementation contexts with diverse beneficiary populations;
  •  Strong strategic planning, monitoring, management, supervision, and budgeting expertise;
  •  Strong communication skills, both interpersonal and written;
  •  Demonstrated understanding of DFID and other donor frameworks and IRC management systems;
  •  Demonstrated ability to promote the integration of project efforts with other programming implemented in the same contexts;
  •  Fluency in English and strong French is required; strong MS Office skills, including Word and Excel.
  •  Willingness to travel within the region on a regular basis.
