CCU Programme Development and Quality Specialist

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Programme Development and Quality (PDQ) Specialist for the Consortium Coordination Unit based in Tunis, Tunisia. This is an exciting opportunity to not only apply technical knowledge across multiple countries and contexts, but also to work with a multitude of stakeholders while guiding them through the complexities of programme management in the Mixed Migration context. You will be part of a dynamic team based in Tunis and work with a large range of stakeholders across West and North Africa. 

 

About the job

The CCU is currently implementing Mixed Migration programmes through two consortia and funding streams:  a Libya focused programme funded by EUTF and implemented by DRC, Cesvi, IMC and IRC; and a West and North Africa (Central Mediterranean Route) focused programme funded under the DFID SSS Phase II and implemented by DRC, IRC and the Start Network. The unit is currently overseeing activities in Libya, Niger and Mali with some regional components and a strong research and evidence component through the Mixed Migration Centre (MMC). The programme seeks to enhance access to basic services and develop the capacity of local authorities to manage displacement and migration flows in a protection sensitive manner.

 

The CCU Programme Development and Quality Specialist will provide leadership and technical expertise to ensure quality and consistency in the development and implementation of humanitarian programmes within the Consortium framework (across program and members) and with a wider support function to DRC’s North Africa Regional Office. Specifically, the PDQ Specialist will be responsible for compliance, quality programming, reporting and supporting the MEAL team with ensuring programme accountability. Your main duties and responsibilities will be:

Programme design and development

  • Identification of opportunities
  • Liaising with HQ and Brussels to identify relevant events that the Head of CCU or NARO team should attend
  • Keep the events calendar up to date
  • Proposal development coordination (including defining work plan, putting together the contributions, preparing annexes and support documents, prepare compliance checklist) 

 

Contract negotiation and start up

  • Reviewing Donor Contract with HQ and compliance requirements
  • Keep the ERP system up to date (setting up the grants, filing important emails and documents, etc.)
  • Coordinate drafting and signature of SGAs with partners
  • Organise grants kick-offs under the supervision of the Head of CCU
  • Provide support to teams with start-up (including work plans, compliance packages, reporting requirements, reporting schedule)

 

Implementation, reporting and quality assurance

  • Ensure quality control of narrative reports along with support to finance to identify donors’ funding guidelines regarding eligible expenditure;
  • Ensure consistency between narrative, M&E and financial reports;
  • Quality control of programmes (including organising grant review meetings to review progress, overseeing tracking and measurement of grants burn rates, providing timely alerts on non-performance but also green flags for accomplishments to the Head of CCU, helping develop programme management tools that might be missing, proof reading and quality checking all documents to be released externally)
  • Support the CCU team on programme accountability (including acting as the regional CHS focal point, ensuring the diffusion of Code of Conduct and CHS standards, training of staff members, working closely with the MEAL Coordinator to develop innovative accountability mechanisms for the programmes and support country offices when needed);
  • Manage programme change requests from country teams (including responding to queries on changes they want to make to their programmes (targets, budgets, etc.) and helping them assess the level of flexibility provided by the donor, following donor guidelines, helping them fill in forms for programme changes and leading on small contract amendments).

About you

To be successful in this role we expect you to use your technical skills to support all Consortium members in building strong programmes. We expect you to use your communication and leadership skills to build trust with your stakeholders and strive for excellence through high quality results, while being able to think outside of the box and propose innovative solutions. Moreover, we also expect the following: 

 

Required 

  • A post-graduate degree in humanitarian and/or development studies, social policy or a related subject;
  • Minimum of 3 years of experience in grants management, programme management and/or quality assurance for humanitarian and/or development programmes (with key focus on protection being an advantage);
  • Minimum of 2 year of experience working in Africa responding to humanitarian crises; 
  • Demonstrated understanding of compliance and programme management principles and processes, including the project cycle management, donor compliance, reporting, etc.;
  • Strong facilitation and training skills with diverse audiences;
  • Proven experience in proposal development;
  • Knowledge of CHS and understanding of accountability principles in the humanitarian sector;
  • Fluent written and spoken English, with fluency in French being a strong advantage.

 

Desirable

  • Previous working experience in North and or West Africa;
  • Remote and matrix management experience;
  • Knowledge of Arabic
