Democracy International, Inc. (DI)is seekinga qualified Project Director
for the U.S. Department of State Bureau of Near Eastern Affairs (NEA) Tunisia Civil Society Accelerator (EXCEL) project. NEA’s objective through this project is to strengthen the capacity of Tunisian non-governmental organizations (NGOs) and civil society organizations (CSOs) to become sustainable entities by encouraging them to seek diverse funding sources and implement best practices related to ethical standards and accountability principles.
They are seeking proposals that support Tunisian CSOs to:
1. Adopt professional standards of ethnics and accountability including financial and governing principles as well as monitoring & evaluation;
2. Improve their ability to attract and develop sustainable funding; and
3. Increase their potential to strategically develop organizational capacity and financial stability.
This position would be based in Tunis, Tunisia and would be contingent on the award of the project to DI.
Responsibilities
- Oversee the DI project and team in country while serving as the primary point of contact with NEA regarding to day-to-day implementation and management;
- Provide overall technical vision, direction, leadership, and management for the project. Ensure quality control and the appropriateness of all activities under the project;
- Manage a diverse team of project staff, and provide technical assistance, as needed, to program partners and beneficiaries;
- Oversee the management and implementation of financial tracking systems and coordinate and monitor project budgets to ensure all expenditures are in compliance with DI and donor regulations and within the scope of the program’s long-term budget;
- Develop regular reports and ongoing activity monitoring consistent with the requirements of DI’s cooperative agreement with NEA and with internal reporting requirements. Manage the preparation and presentation of all work plans, M&E plans, and reports;
- Represent DI externally at meetings, workshops, and other events; and
- Act as a key liaison with the host country government
Qualifications
- Bachelor’s degree in a relevant field. Advanced university degree in a related field preferred but not required;
- At least 7 years of demonstrated experience in successfully managing complex international development projects in the fields of civil society, organizational development, democracy and governance, or other related areas. Strongly desired relevant expertise in Tunisia;
- Skills in monitoring, evaluating and effective management toward meeting project objectives; including evaluating sub-awardee and grantee activities through consultative meetings, site visits and reporting requirements;
- A minimum of three years of experience overseeing a project of similar size and scope or with the managerial and diplomatic skills necessary to develop excellent collaborative working relationships with government counterparts, international organizations, and other USG activities;
- A proven record of fostering partnerships and coordinating project implementation in a complex and dynamic political and international partner donor programming environment;
- Demonstrated ability providing overall guidance an direction to project teams, ensuring the achieving of targets and long-term strategic objectives;
- Strongly familiar with best practices, approaches, and methodology in programming related to civil society and good governance;
- Fluency in English, professional proficiency in French or Arabic required;
