Operations and Procurement Specialist
1. BACKGROUND
The USAID-funded Visit Tunisia Activity is a 5-year project designed to enhance Tunisia’s tourism potential, with the goal of generating revenue and jobs, particularly for women and youth, and for populations in underserved regions of the country. The overall vision behind USAID’s investment in Tunisia’s tourism sector is to capitalize on Tunisia’s natural, cultural, heritage and historical sites to develop a more diversified and high-quality tourism sector that contributes to broad-based economic growth. Through this activity, USAID seeks to contribute to Tunisia’s growth and development to offset the negative economic impact of the coronavirus crisis. The project will seek to achieve the following four objectives:

- • Objective 1: Enhance Tunisia’s competitiveness as a tourism destination;
- • Objective 2: Increase tourism-related investments and revenue;
- • Objective 3: Improve the enabling environment for sustained growth in the tourism sector;
- • Objective 4: Private sector engagement to expand the offer and quality of alternative tourism.

This project will collaborate with the relevant ministries, private sector, and donors to advance the objectives while contributing to the following high-level results:

- 1. Increase in the number of tourists.
- 2. Increase in the number of jobs in the tourism sector.
- 3. Increase in tourism revenue.
- 4. Increase in private sector-led investment and innovation in the tourism sector.
2. POSITION DESCRIPTION
The Operations and Procurement Specialist will support a variety of administrative and logistic support duties for all project in Tunis and the regions, logistics related functions, including direct administrative support to the Chief of Party.
3. DETAILED RESPONSIBILITIES

- • Management of office administration and procurement tasks (Cleaning, visitors records keeping and reception desk, STEG, SONEDE, etc.).
- • Prepare solicitations for goods and services, collaborate with vendors, receive and review
- • quotations, conduct evaluation summaries, and prepare Purchase Order and/or other contracting documentation, as requested.
- • Prepare RFQ/RFP and facilitate panel reviews/evaluations.
- • Prepare professional agreements, subcontracts, and purchase order in respect of Chemoncis templates and procurement regulation.
- • Tracking of deliverables terms and subcontractors services completions.
- • Prepare and monitor the procurement tracker.
- • Support with Expense Report review and processing for all staff, including reviewing back-up documentation for accuracy and completion, and submission to the finance team.
- • Coordinate meeting schedules and track related logistics for operational and Senior Management support.
- • Monitor transportation plan tracker and respond/schedule related logistics day to day tasks, including booking drivers, hotel rooms, flights, and other logistics.
- • Conduct various aspects of day-to-day operations in the office, including monitoring of inventory, personnel equipment, and travel logistics.
- • Supervise project drivers and assist in tracking of car lease agreement deliverables and driver logs, ensuring completion and compliance.
- • Assist in the management of the relationship with the phone companies (Orange and Ooredoo) and support the administration of phone contracts.
- • Support in the organization of events, workshops and trainings (booking, collecting sign- in sheets, invoices tracking, vendor management, and other task as assigned)
- • Prepare, design, and consolidate reports/minutes/memo with high quality.
- • Create and manage Excel spreadsheets, trackers, visual depictions of data and prepare PowerPoint presentations.
- • Supervise cleaning personnel and track office cleaning or functional supplies needs.
- • Responds to the logistics needs and requests of the regionally-based staff.
- • Maintain and disburse the petty cash in Excel.
- • Undertake other duties as assigned by supervisor or other Senior Manager.
4. QUALIFICATIONS

- • Bachelor’s degree in a relevant field.
- • Minimum of 3 years of relevant experience, preferred experience in international development field.
- • Experience deploying subcontracts in support of project objectives.
- • Experience in administration, operations, logistics or related field is highly preferred.
- • Excellent writing and oral presentation skills.
- • Skilled at relationship management, with strong interpersonal and negotiating skills.
- • Demonstrated working knowledge of MS Word, MS Excel, and other basic computer applications.
- • Fluent English. Arabic and French.
5. REPORTING:

- The Operations and Procurement Specialist will report to the Operations Manager.
6. LEVEL OF EFFORT AND PERIOD OF PERFORMANCE
- This position is long-term, on a full-time basis.
7. LOCATION OF THE ASSIGNMENT
- This assignment will be based in Tunis, Tunisia with possible travel to regional locations. The office maintains a five-day work week. Overtime is not authorized.
