BACKGROUND

The Peacekeeping Training Programme Unit (PTPU) contributes to the international community’s efforts towards the peaceful resolution of conflicts and the building of lasting peace. Recognizing that peace is a prerequisite for the achievement of the Agenda 2030 and the Sustainable Development Goals, PTPU supports the development of capacities in the areas of peacekeeping, peacebuilding, and crisis management. Through innovative and results-oriented approaches, the Programme Unit strengthens the knowledge and skills of individuals, groups, or institutions.

Regarding the situation in Libya, the United Nations continues to work towards National Reconciliation in Libya. Libya continues to face major challenges in its transition to democratic rule in the aftermath of the 2011 revolution. Since 2011, the central government authority has weakened considerably, leading to the emergence of rival claimants to political authority. Due to the intensification of the conflict over recent years, there has been a significant loss of life and up to 434,000 Libyans have been displaced. The country has faced a severe economic decline as well as a fragmentation of the security sector.

The Stabilization Facility for Libya (SFL) aims to bridge the critical period of transition from the initial period of humanitarian relief towards mid and long-term structural and sector-specific support. It includes interventions at the municipal level that seek to strengthen national unity and reinforce state authorities for all Libyans through support for local stability.

UNITAR is supporting UNDP in the delivery of Output 3 activities on Local Peace Structures and Conflict Management Capacity to drive the SFL’s engagement in Libya. Under this framework, three UNITAR PTPU Coaches and Trainers are providing coaching and mentoring support to Civil Society Organizations (CSOs) in Libya contributing to SFL Output 3.

GENERAL OBJECTIVES OF THE CONTRACT

This is a home-based consultancy, where the incumbent is expected to be based in Tunis.  

The Junior Consultant – Assistant for Project Management Support will be responsible for providing project management support to the mentoring and coaching process under SFL Output 3. 

RESPONSIBILITIES/DESCRIPTION OF PROFESSIONAL SERVICES

Under the responsibility of UNITAR’s Team Leader, and in close collaboration and cooperation with UNITAR Coaches and Trainers, the Junior Consultant will be responsible for the following functions:

  • Provide organizational support in communicating with CSOs in Arabic to plan for meetings and trainings, such as developing Doodle meeting requests and communicating with CSOs;
  • Review the daily incoming correspondence and communications received from CSOs in Arabic and catalogue the correspondence and attachments in the appropriate electronic filing system while briefing the UNITAR Coaches and Trainers accordingly;
  • Assist in keeping the project’s electronic folders and team calendar up to date;
  • Assist UNITAR Coaches and Trainers in the delivery of online as well as face-to-face Training Courses through the following support: recording participants’ attendance, support in completing and distributing course certificates, support in administering final test and self-assessment questionnaire and providing other organizational support as needed. Upon the easing of COVID-19 travel restrictions, face-to-face training courses will take place in Tunis;
  • Minute taking for specific meetings with CSOs;
  • Works closely and effectively with UNITAR Coaches and Trainers on other project management support that might be required under the SFL project.

MEASURABLE OUTPUTS/DELIVERABLES/SCHEDULES OF DELIVERABLES

  1. Timely communication with selected CSOs to ensure smooth coordination of the coaching and mentoring process.
  2. Organizational support provided for the coaching and mentoring of selected Civil Society Organizations during the training courses.

PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS

Activities implemented with a high degree of effectiveness and efficiency, demonstrating a high degree of communication skills by the consultant, and contributing to an increase in the professional image of the Institute.

QUALIFICATIONS

MINIMUM REQUIREMENTS

Education

MA degree or equivalent in Political Science, International Relations, Preferably in Peacebuilding, Political Conflict and Conflict Analysis, Conflict Resolution, or related fields.

Experience

  1. 1 or 2 years relevant working experience in project management in development or humanitarian contexts.
  2. Prior working experience Middle East and North Africa regional context is required, work experience in the Libyan context is preferred.
  3. Preferred experience working with Civil Society Organizations within the Middle East and North Africa region.

*This consultancy is open to Tunisian nationals based in Tunis, as well as other nationalities with current residence in Tunis.

Language Requirement

Fluency in written and spoken English and Arabic is required. Proficiency of languages required will be specifically evaluated during the selection process, which may include a written assessment.
