CONTRACTS MANAGEMENT ASSISTANT
Org. Setting and Reporting
This position is located within the Mission Support Service of the United Nations Support Mission in Libya. The position is currently based in Tunis, Tunisia. Tunis is classified as a Hardship “A” duty station and a family duty station. Applicants should expect to travel on a regular basis to Tripoli and spend a significant portion of their time in Libya (Libya is classified as a Hardship “E” duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief of Mission Support.UNSMIL’s mandate as renewed in SC resolution 2434 of 13 September 2018 includes, as an immediate priority, support to the Libyan political process, as well as the undertaking of: (a) support to key Libyan institutions; (b) support for the provision of essential services and delivery of humanitarian assistance; (c) human rights monitoring and reporting; (d) support for securing uncontrolled arms and related materiel and countering their proliferation; and (e) coordination of international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones.
Responsibilities
Within delegated authority, the Contracts Management Assistant FS-5 will be responsible for the following duties:
Competencies
Professionalism – Demonstrated knowledge in the field of procurement, contract and/or project management, including knowledge of quality assurance, service and commodity contracts; Practical knowledge of management of service and commodity contracts in a field/decentralized operation; demonstrated fiscal awareness and responsibility and very good knowledge of UN financial regulations and rules. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
Education
High school or equivalent diploma is required. Technical or vocational certificate in contract law, quality management, procurement and/or logistics management is desirable. First level degree in business administration or contract/procurement management or supply management is an advantage
Work Experience
A minimum of eight (8) years of progressively responsible experience in contract/quality assurance administration is required. Relevant experience with regards to procurement and/or supply management in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organization or non-governmental organization is required. Experience in international operations in a conflict or post conflict environment is desirable. Extensive knowledge of the UN rules, regulations and working practices pertaining to field missions is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and Arabic is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by informal interview.
